Chloropicrin, Dazomet, Metam Sodium/Potassium, and Methyl Bromide

Reregistration Eligibility Decisions; Notice of Availability

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decisions (REDs) for the soil fumigant pesticides chloropicrin, dazomet, metam sodium/potassium, and methyl bromide, and opens a public comment period on these documents. The Agency's risk assessments and other related documents also are available in the Dockets for these pesticides, listed in the Table in Unit II. Soil fumigants are used to kill soil-borne pests in producing many crops, including primarily potatoes, tomatoes, strawberries carrots, and peppers. EPA has reviewed chloropicrin, dazomet, metam sodium/potassium, and methyl bromide through the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Through these programs, EPA is ensuring that all pesticides meet current health and safety standards.

Pesticide Registration Review; New Dockets Opened for Review and Comment; Closure of the Phosalone Registration Review Case

SUMMARY: EPA has established registration review dockets for the pesticides listed in the table in Unit III.A. With this document, EPA is opening the public comment period for these registration reviews. The Agency is also announcing the closure of the phosalone registration review case (0027). Registration review is EPA's periodic review of pesticide registrations to ensure that each pesticide continues to satisfy the statutory standard for registration, that is, the pesticide can perform its intended function without unreasonable adverse effects on human health or the environment. Registration review dockets contain information that will assist the public in understanding the types of information and issues that the Agency may consider during the course of registration reviews. Through this program, EPA is ensuring that each pesticide's registration is based on current scientific and other knowledge, including its effects on human health and the environment.

Nicotine Reregistration Eligibility Decision; Notice of Availability

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the pesticide nicotine. The Agency's risk assessments and other related documents are available in the nicotine Docket. The sole remaining nicotine registration, a restricted use insecticide registered for use only on greenhouse ornamentals and effective against adult whiteflies, aphids, and thrips, is being voluntarily cancelled by the registrant. EPA has reviewed nicotine through the reregistration eligibility decision-making process, which is used by the Agency to ensure that all pesticides meet current health and safety standards.

Naphthalene Risk Assessments; Notice of Availability and Risk Reduction Options

SUMMARY: This notice announces the availability of EPA's risk assessments, and related documents for the pesticide naphthalene, and opens a public comment period on these documents (Phase 3 of 4-Phase Process). The public is encouraged to suggest risk management ideas or proposals to address the risks identified. EPA is developing a Reregistration Eligibility Decision (RED) for naphthalene through a modified, 4-Phase public participation process that the Agency uses to involve the public in developing pesticide reregistration decisions. Triforine Reregistration Eligibility Decision; Notice of Availability

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the pesticide triforine, and opens a public comment period on this document. The Agency's risk assessments and other related documents also are available in the Triforine Docket. Triforine is a systemic fungicide registered for use on ornamentals, mainly in residential areas, including roses, trees, herbaceous plants, woody shrubs and vines for control of black spot, rust, and powdery mildew. EPA has reviewed triforine through the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Ethylene Oxide; Reregistration Eligibility Decision

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the pesticide ethylene oxide (ETO). The Agency's risk assessments and other related documents also are available in the ETO Docket. ETO is used to sterilize medical or laboratory equipment, pharmaceuticals, and aseptic packaging, or to reduce microbial load on musical instruments, cosmetics, whole and ground spices or other seasoning materials and artifacts, archival material or library objects. In North Carolina, ETO is also used to fumigate beehive equipment (e.g., woodenware boxes and frames) and wax or plastic combs that are contaminated with the bacteria Paenibacillus larvae, the cause of American Foulbrood Disease. EPA hasreviewed ETO through the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Through these programs, EPA is ensuring that all pesticides meet current health and safety standards

Pentachlorophenol Revised Risk Assessments; Notice of Availability and Solicitation of Risk Reduction Options

SUMMARY: This notice announces the availability of EPA's revised risk assessments for the restricted use antimicrobial pesticide pentachlorophenol (PCP) and its micro-contaminants, dioxin/furan (CDDs/CDFs) and hexachlorobenzene (HCB). In addition, this notice solicits public comment on risk reduction options for PCP and its micro-contaminants CDDs/CDFs and HCB, and an initial impacts and/or preliminary benefits assessment (Phase 5 of 6-Phase Process). The public is encouraged to suggest risk management ideas or proposals to address the risks identified. EPA is developing a Reregistration Eligibility Decision (RED) for PCP through the full, 6-Phase public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Prometon; Reregistration Eligibility Decision

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the pesticide prometon. The Agency's risk assessments and other related documents also are available in the prometon docket. Prometon is an herbicide used in industrial sites and under paved surfaces. EPA has reviewed prometon through the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Cypermethrin; Response to Comments and Amendment to Reregistration Eligibility Decision; Notice of Availability

SUMMARY: This notice announces EPA's intention to modify certain risk mitigation measures that were imposed as a result of the 2006 Reregistration Eligibility Decision (RED) for the pesticide cypermethrin. EPA conducted this reassessment of the cypermethrin RED in response to public comments directed towards product labeling, risk mitigation, and the upcoming registration review process for pyrethroids, pyrethrins, and synergist chemicals. In response to the commenters and continuing efforts to mitigate risk, the Agency has made several modifications to the cypermethrin RED label requirements for pre-construction termiticide applications, spray drift language for agricultural products, and ventilation for total release foggers.

Permethrin; Amended Reregistration Eligibility Decision; Notice of Availability

SUMMARY: This notice announces EPA's intention to modify certain risk mitigation measures that were imposed as a result of the 2006 Reregistration Eligibility Decision (RED) for the pesticide permethrin. EPA conducted this reassessment of the permethrin RED in response to public comments received. In response to the commentors and continuing efforts to mitigate risk, the Agency has made several modifications to the permethrin RED label requirements including: Clarification of application rates to mushroom houses; revised droplet sizes for wide area mosquito abatement products; and mandatory label statements for canine spot-on products, pre-construction termiticide applications, and spray drift language for agricultural products. Additionally, the Agency has revised the data requirements and added a statement to Section IV of the RED to address concerns regarding the residential use of outdoor pesticide misting systems.

Disulfoton; Amendment to and Clarification of Order to Amend Registration to Terminate Uses

SUMMARY: This notice announces EPA's amendment to and clarification of the order for the termination of uses, voluntarily requested by the registrant and accepted by the Agency, of products containing the pesticide disulfoton, pursuant to section 6(f)(1) of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), as amended. This amendment and clarification follows an October 10, 2007 Federal Register Notice of Order to Amend Registrations to Terminate Uses (72 FR 57571) of disulfoton (Di-Syston 15G) for multiple uses. The October 10, 2007 order and the December 15, 2004, Notice of Receipt of Request (69 FR 75061) that preceded the order were unclear as to whether the use of Di-Syston 15G on Fraser fir Christmas trees was terminated, except for use in the State of North Carolina. In addition, the registrant had withdrawn its request to terminate use of Di-Syston 15G on Christmas trees outside of North Carolina during the time allowed and EPA issued the order without having processed that withdrawal. Accordingly, EPA hereby is amending the order to clarify that use of disulfoton on Fraser fir Christmas trees is allowed nationwide. 

DATES: This amendment is effective February 6, 2008.

Endosulfan Updated Risk Assessments; Notice of Availability, and Solicitation of Usage Information; Extension of Comment Period

SUMMARY: EPA issued a notice in the Federal Register of November 16, 2007 concerning the availability of EPA's updated human health and ecological effects risk assessments for the organochlorine pesticide endosulfan, based in part on data recently submitted by endosulfan registrants as required in the 2002 Reregistration Eligibility Decision (RED). The Agency is seeking comment on these updated assessments, as well as EPA's analysis of endosulfan usage information since the 2002 RED and its preliminary determinations regarding endosulfan's importance to growers and availability of alternatives. This document is extending the comment period from January 16, 2008, to February 19, 2008.

DATES: Comments, identified by docket identification (ID) number EPA-HQ-OPP-2002-0262 must be received on or before February 19, 2008.

Dichlorvos (DDVP); Final Determination to Terminate Special Review

SUMMARY: On September 26, 2007, EPA issued in the Federal Register, a notice proposing to terminate the Special Review of dichlorvos (DDVP) because the risks that were the basis of the Special Review are no longer of concern. The Agency offered an opportunity to provide comment on the proposal. The Agency received no substantive comments in response to the proposal and EPA is announcing its final determination to terminate the Special Review of DDVP.

Polypropylene Glycol Reregistration Eligibility Decision; Notice of Availability

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the pesticide polypropylene glycol, andopens a public comment period on this document. The Agency's risk assessments and other related documents also are available in the polypropylene glycol Docket. Butoxypolypropylene glycol (BPG) is the only active ingredient in the polypropylene glycol chemical case with any registered products. BPG is a repellant that is used to control flying and crawling insects. BPG was first registered for use in 1960, and can be applied to animals such as pets or horses directly, or to areas where animals live, like animal housing, bedding, or other areas animals may occupy. There are no food uses, and no uses on animals intended for slaughter. EPA has reviewed the polypropylene glycol chemical case through the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Through these programs, EPA is ensuring that all pesticides meet current health and safety standards.

SUMMARY: This notice announces the availability of EPA's Revised Reregistration Eligibility Decision (RED) for the pesticide aliphatic solvents, signed on November 29, 2007, and opens a public comment period on this document, related risk assessments, and other support documents. EPA had reviewed the low-risk pesticide aliphatic solvents through a modified, streamlined version of the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions, and following the receipt of comments, EPA is now issuing a revised RED. Pesticide Registration Review; New Antimicrobials Dockets Opened for Review and Comment

SUMMARY: EPA has established registration review dockets for the following pesticides: Mineral bases, strong ( known as Sodium Hydroxide), PC Code 075605, Case Number 4065; Coco Alkyl Amine, salts (known as Alkyl Amine Hydrochloride), PC Code 069152, Case Number 3051; and Capric Acid (known as Decanoic Acid), PC Code 128955, Case Number 5038. With this document, EPA is opening the public comment period for these registration reviews. Para-dichlorobenzene; Reregistration Eligibility Decision for Low-Risk Pesticide; Notice of Availability

SUMMARY: This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the pesticide para-dichlorobenzene, and opens a public comment period on this document, related risk assessments, and other support documents. Registration Review; Biopesticide Dockets Opened for Review and Comment

SUMMARY: EPA has established registration review dockets for the pesticides listed in the table in Unit III.A. With this document, EPA is opening the public comment period for these registration reviews. Registration review is EPA's periodic review of pesticide registrations to ensure that each pesticide continues to satisfy the statutory standard for registration, that is, the pesticide can perform its intended function without unreasonable adverse effects on human health or the environment. Registration review dockets contain information that will assist the public in understanding the types of information and issues that the Agency may consider during the course of registration reviews. Through this program, EPA is ensuring that each pesticide's registration is based on current scientific and other knowledge, including its effects on human health and the environment. This document also announces the Agency's intent not to open a registration review docket for dried blood. This pesticide is currently undergoing a voluntary cancellation process and is not, therefore, scheduled for review under the registration review program.

Notice of Hearing Concerning a Request to Reduce Pre-Harvest Interval for EBDC Fungicides on Potatoes; Amendment to Statement of Issues

SUMMARY: EPA is amending its July 11, 2007 Notice of Hearing (July Notice) document concerning a request to reduce the pre-harvest interval for the use of EBDC fungicides on potatoes. The July Notice set forth EPA's determination, the rationale for that determination, a description of the issues of fact and law to be adjudicated in the hearing, and a schedule for the hearing. EPA's determination in the July Notice that a hearing was appropriate was in response to the EBDC/ETU Task Force's (Task Force) petition requesting that the 1992 cancellation order be amended to allow for a 3-day pre-harvest interval (PHI) nationwide for use of EBDC pesticides on potatoes.

Dichlorvos Petition Response; Notice of Availability

SUMMARY: This notice announces the availability of EPA's response to the petition dated June 2, 2006 submitted by the Natural Resources Defense Council (NRDC) insofar as the petition seeks to have EPA cancel all registrations for dichlorvos (DDVP). EPA's response is available in the DDVP docket (EPA-HQ-OPP-2002-0302) at http://www.regulations.gov.

Elsewhere in today's Federal Register, EPA is making available its response to the June 2, 2006 petition insofar as it seeks to have EPA revoke all tolerances for DDVP. Taken together, these documents form EPA's response to the petition
